Hospice Medication Management Toolbox: Compliance, Care, and Cost Control

This education event will provide hospice organizations with a full toolbox of medication management strategies to ensure excellent patient care, regulatory and documentary compliance, and cost control. Weatherbee’s panel of experts – Carrie Cooley, Dr. Lauren Templeton, and Ellen Fulp – will discuss the regulatory requirements that govern hospice medication management, the hospice physician’s responsibilities related to prescribing, deprescribing, relatedness determinations, clinical record documentation, and risk-mitigation strategies. In addition, Weatherbee will explore best practices and cost-control strategies including partnering with local pharmacies and/or a pharmacy benefits manager (PBM) and recurrent formulary assessment. Lastly, Weatherbee’s experts will share recommendations for patient-specific medication management guided by the patient/family goals of care.

CANCELLATION POLICY: Cancellation must be made prior to start time. Transfer or substitution of another person from your hospice for same event is no charge. No shows are non-refundable.

WORKBOOK: usually available one week prior. An email will be sent to all registrants when the workbook is ready for download. Or, log into your education portal account one week prior to start date for this event and click on the Workbook tab. Save to a device or print (recommend 2-sided printing, coil or three-ring binding). A color version and black & white version are available. Color is not required.

ZOOM: to access to the Zoom link, log into the Education Portal 15 minutes or less prior to start time. Click on My Dashboard and event bold title / link and Join Event to launch Zoom (takes several seconds, please be patient).

CONTINUING EDUCATION: physicians, nurses, compliance certified personnel, and general contact hours are included. Log into the Education Portal after event completion. Click on My Dashboard and event bold title / link to access evaluation and certificate (available only after completing the evaluation). Evaluation and certificates are not emailed.

Carrie Cooley, RN, MSN

Carrie Cooley is the Principal of Weatherbee Resources. Carrie joined Weatherbee in 2009 as an Associate Consultant and was hired as the Consulting Coordinator in 2012. In 2014, Carrie was promoted to Director of the Consulting Division and in July 2015, she assumed the COO position. In 2021 Carrie assumed sole ownership of Weatherbee Resources. Her operational, clinical, and regulatory expertise has been instrumental in her professional growth with Weatherbee and in serving Weatherbee's clients. 

As the Principal of Weatherbee Resources, she leads the strategic growth initiatives for Weatherbee, providing invaluable expertise to individual hospices and the entire field. Carrie's mission is to prepare and support hospices navigating the ever-changing regulatory hospice environment. Carrie and the Weatherbee team focus on delivering consulting services and education that is specifically tailored to meet each client's individual needs. 

Carrie's regulatory expertise and extensive consulting experience includes forensic clinical record auditing, baseline compliance audits/mock surveys, interim management, clinical due diligence, and executive coaching. Carrie also works directly with clients' legal counsel in preparation for arbitration and other hearings; she serves as an expert witness. Weatherbee also works extensively with clients who are under a Corporate Integrity Agreement (CIA); Carrie and the Consulting team manage the Independent Review Organization (IRO) audit activities required by the Office of Inspector General (OIG). Carrie's excellent rapport with executives and staff alike – coupled with her regulatory and clinical acumen, and knowledge of best practices – assures excellent consulting outcomes. 

Under Carrie's leadership, Weatherbee has assisted hundreds of clients under investigation by Zone Program Integrity Contractors (ZPIC), Benefit Integrity Support Centers (BISC), Recovery Auditors (RA), the Department of Justice (DOJ), and OIG.  

As a member of Weatherbee's Speaker's Bureau, Carrie teaches a broad range of hospice, regulatory, and leadership-related topics nationally and is a member of the faculty for Weatherbee's renowned Hospice Regulatory Boot Camps. Carrie also frequently speaks at state and national hospice conferences on compliance-related topics.

Carrie is a registered nurse and holds a Master's degree from Samford University with a specialty in nursing leadership and healthcare finance.

Lauren Templeton, DO FAAHPM HMDC

Dr. Lauren Templeton, a Physician Consultant with Weatherbee Resources since 2017, has been a physician since 2009 and a hospice and palliative medicine physician since 2012. Dr. Templeton began her career in internal medicine, but soon thereafter was drawn to end-of-life care due to its overall philosophy and her passion for ensuring a dignified death for her patients.

She currently works in hospice for The Pennant Group as a hospice physician member of their physician council. In this role, she assists with compliance, quality improvement and documentation review. The Pennant Group is a leadership company providing services in the post-acute care space. As such, Dr. Templeton regularly coaches towards excellence within the hospice space.

Dr. Templeton’s mission is to help support hospices by educating on the role of the hospice medical director from a regulatory and clinical perspective. She has served as a task force member and item writer for the Hospice Medical Director Certification Board from which she is certified. She continues a robust educational program within her own hospice program and is a regular speaker with the Texas New Mexico Hospice Organization 

An advocate of the hospice benefit, Dr. Templeton speaks to groups such as the Alzheimer’s Association about hospice care. She currently serves as a member of the Alliance’s Regulatory Committee assisting in advocating for hospice providers across the country. Dr. Templeton is a faculty member of Weatherbee’s Hospice Regulatory Boot Camp and the Hospice Compliance Network (HCN).

Dr. Templeton graduated from Pennsylvania State University with a Bachelor of Arts and received her doctor of osteopathy from Ohio University College of Osteopathic Medicine in 2009. She completed a residency in Internal Medicine and is board certified with the American College of Osteopathic Internists. She completed a fellowship in Hospice and Palliative Medicine at Texas Tech University and became board certified in hospice and palliative medicine in 2013. She obtained additional certification with the Hospice Medical Director Certification Board in 2018.

In November of 2022, Dr. Templeton earned the designation Fellow of the American Academy of Hospice and Palliative Medicine (FAAHPM). This is the highest honor that can be bestowed upon a member. The Academy is the professional organization for physicians specializing in hospice and palliative medicine, nurses, and other healthcare providers.

Ellen Heath-Fulp, PharmD, MSPC, BCGP, FAAHPM

Ellen Fulp is a Board-Certified Geriatric Pharmacist dedicated to optimizing medication use and safety for older adults and patients with serious illnesses. A graduate of the UNC Eshelman School of Pharmacy, she earned her master’s in Palliative Care from the University of Colorado Denver as the only pharmacist in the inaugural class.

 For over a decade, she served with AvaCare, Inc., ultimately as Director of Pharmacy Education. Ellen collaborates with hospice and palliative care organizations to enhance quality of life through optimized medication practices. A fellow of the American Academy of Hospice and Palliative Medicine, her professional interests include geriatric pain management, medication appropriateness, and aligning regulatory standards with quality hospice care.
